On January 13th the American Standards Association convened
Committee X3, Computers and Information Processing. It's purpose
was:
"[to develop] a single standard for logical
representation of characters and character format in the
media used for interchange of instruction, data, and control
information between data processing equipments, together
with orderly provision for expansion and alternatives]"
