Joseph LickliderJ.C.R. Licklider and Welden Clark published the first paper on the internet concept. It was called "On-Line Man Computer Communication". Licklider was a very interesting person, and he is one of the driving forces creating the early internet.  He was educated in engineering and physiological psychology. This strange mixture gave him a very unusual perspective which is very uncommon with engineers.

J.C.R. Licklider became the first ARPA IPTO (Information Processing Techniques Office) director. A report from ARPA states that "Prophetically, Licklider nicknamed the group of computer specialists he gathered the `Intergalactic Network'."
